Q: Users (Pay-per-app) Tier 2 limits you to 6. What does this mean?
Does it mean that only 6 people can access the backend of building apps? Or does it mean it only supports up to 6 users (customers) of the app?

Users refers to the number of team members you can invite to build and manage your apps. There is no limit on the number of people who can download and use your app from the app stores.
