The people you see in the network are a combination of Experts, PRO users, or people who are both. You do not need to be an Expert to be a PRO, you do not need to be a PRO to be an Expert. If you're not both, it just limits what you can see and interact with on the app. So yes, the PRO users are delineated with the orange frame on their profile picture.
