We used to allow annotations for both hosts and guests on our shared PDF presentations but when there were large numbers of participants, it would cause performance issues for the overall meeting so we have disabled the feature for the moment. We're looking into providing the feature again when we figure out how to optimise the performance.

From a user experience perspective, we did allow annotations on documents in the past. We found that since the documents were editable live, users reported that switching between edit mode on documents and annotations mode provided no real benefit since they could simply just add comments while editing. So for shared documents we've enabled just comments at this stage.
