My understanding was that you would be able to view synced notes on web, even though you can’t AI edit or rewrite them but it seems you can’t even view your notes on a synced device if you only have one code.
I’m yet to encounter another app that imposes this (weird) limitation. Being able to view your content across devices is standard practice with software like this.

Voicenotes a app I use allows creation if such subnotes. Also does the app identify which device the note was created from- this will help organisation of the notes.
