Q: Translated words count

I can't understand very well the translation, could you help me clearing this out. For example (Tier 2) I have one WP website in english which has 300 000 words. When I install the service everything is translated and the initial words are depleted. And each month I have new 25 000 that are for new publications and updates in the text? Am I getting this correct?
