Q: does the chatbot not know how to differentiate the data it has?

currently i have a pdf uploaded an entire website of 150url and a flow i created.
however upon trigering the flow and collecting details from the user the bot automatically pass the conversation to a agent instead of continueing the conversation until it cannot handle then only hand over to a agent. is there some setting im not doing correctly here?

its super slow and inefficient thats why im posting here as well
