Tier 1 allows for 12 participants or attendees, which is different from live streaming. The live streaming you mentioned is available only on Tier 7. From the Vivomeetings dashboard, you can initiate live streaming; you share the URL, and up to 10,000 can watch the stream. Please check each Tier description, as the features are listed under each plan.
