I was exploring alternatives to Clustdoc and came across this deal.
Questions:
User Roles and Restrictions: We need most users (except a few admin/manager roles) to view and process only the applications assigned to them. They should not have access to applications assigned to other users. Can this level of restriction be implemented?
External Members: We work with associates and sub-agencies who submit applications on behalf of their students. Is it possible for external members to submit applications on behalf of their clients?
User Limit: Could you offer an additional tier to accommodate 100 users?

You can use the “evaluator” role, which allows you to assign one or more applications to an evaluator (he won't see applications that aren't assigned to him).
By default, an application is attached to the account that uploaded it to your platform. However, you can include form fields to enable your partners to complete the student's information.

Hello Rupesh, an evaluator cannot submit an application on behalf of a client. Only a manager or an admin can do so.
